Qualified time stamping service from 1 January 2018

Magyar Telekom has been providing qualified time stamp services in accordance with Regulation (EU) No 910/2014 of the European Parliament and of the Council of 23 July 2014 and Act CCXXII of 2015 on the General Rules for Electronic Administration and Trust Services.

According to Regulation (EU) No 910/2014 of the European Parliament and of the Council, "electronic time stamp" means electronic data that links other electronic data to a specific point in time, thereby proving that the latter data existed at that point in time. In the context of the time stamping service, the Service Provider attaches a time stamp to the electronically signed electronic document. The timestamp service provides evidence that a data element existed in unchanged form at a given point in time (proof of existence). If the data item was signed by the data requester before it was transmitted to the timestamp service provider, the timestamp service provides evidence that the data item existed and was in the possession of that entity at that particular point in time (proof of possession). The timestamp service provider, as a third party, provides a reliable timestamp service.

A request for a time stamp service may be submitted by anyone who has read and accepted the General Terms and Conditions and the Time Stamp Service Rules published on the Service Provider's website, and who completes and submits the Order Form published therein to the Time Stamp Service Customer Service.

The Service Provider receives time-stamp requests and provides time-stamp responses based on RFC 3161 (Internet X.509 Public Key Infrastructure - Time-Stamp Protocol) [9] and ETSI EN 319 422 (Time-stamping protocol and time-stamp token profiles) [14]. The User shall have the necessary programs, program modules and infrastructure to generate time stamp requests and to receive and verify time stamp responses.

The Service Provider ensures the continuous availability of the time stamping service on the basis of Article 45 (1) of BM Decree 24/2016 (30.VI.VI.) - it undertakes 99.5% availability on an annual basis. The time stamping service may not be interrupted for more than 3 hours.

When providing a time stamp service, the Service Provider shall ensure that the time stamp response contains the same data as the request, except for the data added in connection with the time stamp. During the time stamping service, the Service Provider, due to the nature of the technology, does not learn the content of the time stamped document, only the impression made from it.

Magyar Telekom's qualified time stamping service is accessed via the Internet using certificate-based identification (using the https protocol), for which Magyar Telekom issues an authentication certificate to the subscriber in pfx format, free of charge, as part of the service, based on the completed application form.

Magyar Telekom, as the transferring service provider, agreed with NETLOCK Kft, the service provider taking over the discontinued qualified time stamping service, pursuant to Article 16 (2) of Act XXXV of 2001 on Electronic Signatures, to which it transferred all historical data and records related to the service.
